SEPTEMBER 18, 2006 - ICE SPECIAL AGENT RAUL BENCOMO'S LEGAL AFIDAVIT
Over the course of nearly four years, Special Agent Raul Bencomo was the primary handler for ICE's star informant, Eduardo Ramirez Peyro. In the aftermath of Heriberto Santillan's arrest, the discovery of twelve bodies buried beneath a Ciudad Juarez home and the near-killing of ICE's informant, Agent Bencomo was suspended with pay. Attorneys for Luis Padilla's family have claimed in court documents that Agent Bencomo and his colleagues could have prevented the murders of numerous individuals, including Luis Padilla. Agent Bencomo vigorously denies the accusation, insisting that at no point was he or any other agent in a position to prevent murder. This fall, a judge dismissed the civil suit brought against Agent Bencomo and several other ICE agents. This is Agent Bencomo's afidavit.
