DECEMBER 10, 2003 - A SEALED FEDERAL INDICTMENT AGAINST HERIBERTO SANTILLAN TABARES

The US Attorney's Office for the Western District of Texas charges Heriberto Santillan Tabares on several trafficking-related counts. The US Attorney does not charge Santillan with murder. Later, the federal prosecutor will explain her decision, noting that the murders all took place in Mexico - outside federal jurisdiction.
