AUGUST 5, 2003 - ICE AGENTS DEBRIEF THEIR SOURCE FOLLOWING A GRISLY MURDER

The August 5th murder of Fernando Reyes is taped by an ICE informant. When the murder is done and the informant has cleaned up the mess, he returns to the United States and reports to his handlers. As the agents debrief their source, they learn that their informant hasn't simply witnessed a killing; he has played an active part in it. ICE's source tells his handlers that he never had a choice; if he hadn't participated, he would have been killed. The agents submit a detailed report and wait for further direction from senior ICE officials. Within a few weeks, their informant is activated once more.
