AUGUST 15, 2003 - ICE CONTACTS MEXICAN AUTHORITIES

In 1995, the United States signed an agreement obligating American law enforcement officials to notify Mexican authorities whenever a United States agency is engaged in law enforcement operations on Mexican soil. Now, ICE officials formally notify their Mexican counterpart that an American informant has witnessed a murder in Mexico. The letter is purposefully vague, as ICE officials do not want to inadvertently identify their source.
