EL PASO AGENTS PREPARE A BRIEFING REPORT FOR SENIOR OFFICIALS
By late November, ICE agents are eager to move on Heriberto Santillan and his crew. But before they can lure the Juarez Cartel lieutenant into the United States and arrest him, they first need an indictment and approval from Headquarters. The agents prepare a report that details Santillan's many crimes. The report includes summaries of numerous murders committed by Santillan's crew. In late November or early December, ICE's El Paso Special Agent in Charge takes the report to Washington. The following two pages appear to be excerpts from that report.
