OCTOBER 6, 2006 - JANET PADILLA'S AFIDAVIT

Janet and Luis Padilla grew up in Socorro, Texas. They were married when Janet was just sixteen. The young couple went on to raise three children.

On January 14, 2004, Luis Padilla vanished. For two weeks, his family searched everywhere. Finally, Mexican authorities unearthed Luis' body in the backyard of a suburban Juarez home. Luis was one of twelve men buried on the same property.

Six months later, Padilla's family sued the federal government. The Padilla family claimed that federal officials were in a position to prevent numerous murders, and chose not to. This fall, a federal judge dismissed the lawsuit.
