FEBRUARY 12, 2004 - ICE'S INFORMANT GIVES "OFFICIAL TESTIMONY"

On February 12, 2004, representatives of the Mexican Government meet with ICE's star informant. ICE's informant uses the alias, "Jesus Contreras." Contreras gives a lurid account of his rise through the ranks fof the drug world. Afterwards, the Mexican Government prepares a declaration, and Contreras signs it. Later, he will claim that the declaration is incomplete and inaccurate.
